Pursuant to paragraph 703.36(a) of the Canadian Aviation Regulations and after taking into account that the authorization is in the public interest and is not likely to affect aviation safety, I hereby authorize Coulson Aircrane Ltd., 7500 Airport Road, Port Alberni, B.C., to conduct landings and a take-offs in a helicopter within a built-up area of a city or town.
Paragraph 703.36(a) states that for the purposes of Section 602.13 and 602.15 a person may conduct a take-off, approach or landing in a helicopter within a built-up area of a city or town, or operate a helicopter at altitudes and distances less than those specified in subsection 602.14(2), if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.
PURPOSE
The purpose of this authorization is to allow Coulson Aircrane Ltd., 7500 Airport Road, Port Alberni, B.C., to conduct landings and take-offs in a helicopter within the built-up area of the City of Port Alberni, B.C., for the purpose of corporate flights.
APPLICATION
This authorization applies to Coulson Aircrane Ltd., 7500 Airport Road, Port Alberni, B.C., when operating for the purpose of corporate flights within the built-up area of the City of Port Alberni, B.C.
CONDITIONS
This authorization is subject to the following conditions:
- The operations shall take place between Friday, June 6, 2003 and Saturday, June 21, 2003 between the hours of 10:00 and 16:00 local time, depending on suitable weather conditions, and shall be limited to twice (2) within any period of seven (7) consecutive days within the time frame indicated above.
- Operations shall be conducted within the specified hours, under YER conditions, using a BH06 type helicopter .
- The site of the operation shall be as depicted on the map submitted and held on file with Commercial and Business Aviation, Pacific Region; being the Coulson Aero Technologies property at 4890 Cherry Creek Road, Port Alberni, B.C.
- The aircraft shall at all times be flown along a flight path which, in case of an engine failure or other in-flight emergency necessitating an immediate landing, shall ensure a suitable (autorotational) landing site without endangering persons or property on the ground.
- The landing and take-off profiles shall be arranged such that in the event of an engine failure, the aircraft can safely land without creating a hazard to persons or property on the ground.
- The landing and take-off profiles shall be arranged such so as not to over fly any built-up areas or assemblies of persons.
- All landings and take-offs shall be from/to the South West.
- The landing zone is clearly marked, secured and access denied to all pedestrians and vehicular traffic.
- The aircraft shall be flown in compliance within the "Height- Velocity" Diagram contained with the approved Aircraft Flight Manual.
- The aircraft shall conduct a power check immediately before commencing the operation, and the engine shall be at, or above, the manufacturers specifications.
- The transit route to and from the Aerial Work Zone shall be flown in accordance with Canadian Aviation Regulation 602.14, Minimum Altitude and Distances.
- All personnel involved shall be briefed on the operation, safety precautions and emergency procedures before flight operations commence.
- A copy of this authority shall be carried on board the aircraft while operating in Canada.
VALIDITY
The authorization is in effect until the earliest of the following:
- 16:00 hours local time, British Columbia, on Saturday, June 21,2003;
- the date on which any of the conditions set out in this authorization is breached; or
- the date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
